贵州酱酒要加快实施长江经济带战略
Guizhou’s Soy Sauce Baijiu Should Hasten the Execution of Their Strategy for the Yangtze River Economic Belt

最近，在北京召开了第三届一带一路国际高峰论坛，这将加快我国建设陆海双向开放走廊速度，有利于贵州酱酒实施长江经济带战略。
Recently, the Third Belt and Road Forum for International Cooperation was held in Beijing. This will expedite the construction of our country’s land-sea bidirectional-open corridor, which is advantageous for Guizhou’s Soy Sauce Baijiu in executing their Yangtze River Economic Belt strategy.
长江经济带西起云南，东止上海，覆盖云贵渝川湘鄂赣浙皖苏沪，总面积205万平方公里，人口和生产总值超过全国的40%。经济带沿海沿江沿边，东连太平洋，辐射大洋洲、欧洲、美洲，西经湄公河越缅越老柬泰等连接印度洋，并经中国东盟自由贸易区跨亚洲太平洋地区，辐射非洲。贵州酱酒融入长江经济带发展，就可较快实现全球战略——成为全球最好的三大蒸馏酒之冠。
The Yangtze River Economic Belt starts from Yunnan in the west and ends in Shanghai in the east. It covers the provinces of Yunnan, Guizhou, Chongqing, Sichuan, Hunan, Hubei, Jiangxi, Zhejiang, Anhui, Jiangsu, and Shanghai. With a total area of 2.05 million square kilometers, it accounts for over 40% of the country’s population and GDP. The economic belt extends along the coast, the Yangtze River, and the border, connecting the Pacific Ocean in the east and radiating to Oceania, Europe, and the Americas. It also extends westward through the Mekong River to connect with the Indian Ocean, and through the China-ASEAN Free Trade Area, it spans across the Asia-Pacific region and radiates to Africa. By integrating Guizhou soy sauce liquor into the development of the Yangtze River Economic Belt, it can quickly achieve its global strategy of becoming the world’s top three distilled spirits.
 

1、基础设施为酱酒产业链构建赋能

1. Building the Soy Sauce Baijiu Industry Chain: Empowering Through Infrastructure Development

经济带基础设施互联互通，通关和检验检疫逐渐实现一体化，增设铁路、内河港口一类开放口岸，沿江海关监管区整合为综合保税区；推进一体化市场体系建设，统一市场准入制度标准，劳动力、资本、技术、管理等要素跨区域流动和优化配置，为贵州酱酒产业链与“一带一路”陆海丝绸经济带衔接互动，创造了条件。
The economic belt has witnessed improved connectivity through the integration of infrastructure, customs clearance, and inspection and quarantine processes. This includes the establishment of open ports for railways and inland ports, as well as the consolidation of customs supervision areas along the Yangtze River into comprehensive bonded zones. Furthermore, efforts have been made to promote the construction of an integrated market system, standardizing market access regulations. This facilitates the cross-regional flow and optimal allocation of factors such as labor, capital, technology, and management. These developments create favorable conditions for the integration and interaction between the Guizhou soy sauce baijiu industry chain and the “Belt and Road” land and maritime silk economic belt.
贵州东联重庆，是经济带接入东部便利区域；西接云南，是经济带连接湄公河次区域的桥头堡。在长江经济带航道、铁路、公路、输管、城轨、航空等综合交通枢纽规划建设中，贵州贵阳被列入14个节点城市，在长江经济带向东深化开放中，贵州作为经济带西桥头堡，必将大幅度促进贵州酱酒“走出去”的国际步伐。
Guizhou province serves as an accessible region for the economic belt, connecting to the eastern convenient area through its proximity to Chongqing. It also acts as a bridgehead linking the Mekong River sub-region through its connection to Yunnan in the west. In the comprehensive planning and construction of transportation hubs, including waterways, railways, highways, pipelines, urban rail, and aviation, along the Yangtze River Economic Belt, Guizhou’s capital city, Guiyang, has been designated as one of the 14 key cities. As the western bridgehead of the economic belt, Guizhou will significantly promote the international expansion of the Guizhou soy sauce baijiu industry as the Yangtze River Economic Belt deepens its opening towards the east.

2.文化要素为酱酒产业链构建加速

2. Accelerating the Construction of the Soy Sauce Baijiu Industry Chain through Cultural Elements.
酱酒产业链在制造业中的构建有其特殊性，也总是由劳动密集型，到资本密集型，再到知识密集型。从附加值看，也总是由低附加值到高附加值。贵州酱酒的发展同样经历了由劳动密集型，到资本劳动密集型，再到兼具资本、技术密集型，直到目前的兼具文化和信息技术的制造业发展特征。
The construction of the soy sauce baijiu industry chain within the manufacturing sector has its own unique characteristics. It has evolved from being labor-intensive to capital-intensive, and further to knowledge-intensive. In terms of value-added, it has also progressed from low value-added to high value-added. The development of Guizhou soy sauce baijiu has followed a similar trajectory, transitioning from being labor-intensive to capital-labor intensive, and then to a combination of capital and technology-intensive. Currently, it exhibits characteristics of a manufacturing industry that integrates culture and information technology.
知识型要素推动着酱酒产业链构建。知识型要素除了可用来改造、更新、提升和淘汰传统的服务业外，还可直接形成酱酒产业链管理、咨询和科研服务等新兴产业。在微观层面，知识的不可替代性、可共享性，改变酱酒生产企业价值链结构，改变生产方式及联合或竞争的方式；在中观层面，知识要素不可简单相加和不可逆性，推动酱酒产品、服务和工艺等不断创新，促使酱酒产业价值链细分或创新；在宏观层面，知识要素非磨损性和无限增值性，不但加快酱酒经济增长速度，而且使酱酒经济轻型化、规模化、虚拟化。
Knowledge-based factors drives the construction of the soy sauce baijiu industry chain. Knowledge-based factors not only contribute to the transformation, renewal, improvement, and elimination of traditional service industries but also directly give rise to emerging industries such as management, consulting, and research services within the soy sauce baijiu industry chain. At the micro level, the indispensability and shareability of knowledge reshape the value chain structure of soy sauce baijiu production businesses, influencing production methods and modes of collaboration or competition. At the meso level, knowledge factors cannot be simply added or reversed, driving continuous innovation in soy sauce baijiu products, services, and processes, leading to the segmentation or innovation of the industry’s value chain. At the macro level, knowledge factors are non-depletable and have infinite value, not only accelerating the economic growth of the soy sauce baijiu industry but also enabling its transition towards lightweight, scalable, and virtualized operations.

3.消费升级为酱酒产业链构建增殖

3. Consumer Upgrading Boosts the Expansion of the Soy Sauce Baijiu Industry Chain.
基于长江经济带区域禀赋条件、生态环境容量、主体功能定位，长江中下游地区一些产业在转型时，大量的资本进入了贵州酱酒生产企业。不断推动贵州酱酒产能扩大，不断推动酱酒规模经济效应，促使单位生产成本降低。同时，由于经济发展，人们消费不断升级，酱酒需求也不断增长，这从双向加速了酱酒的生产产能提升。
Leveraging the regional advantages, ecological capacity, and functional positioning of the Yangtze River Economic Belt, numerous industries in the middle and lower reaches of the Yangtze River have undergone transformation, resulting in a substantial influx of capital into Guizhou's soy sauce baijiu production enterprises. This influx of capital has played a pivotal role in expanding the production capacity of soy sauce baijiu in Guizhou, driving economies of scale and reducing unit production costs. Furthermore, as the economy continues to grow, accompanied by an upgrading of consumer preferences, the demand for soy sauce baijiu has been steadily increasing. This dual dynamic has further accelerated the enhancement of production capacity in the soy sauce baijiu industry.
以信息技术和生物技术为核心的高新技术产业，促进了酱酒产业加速发展。产业间分工、产业内分工日益向酒产品内分工延伸。酱酒价值链产品分工体系中，产品包装研发设计和品牌营销环节也从发达地区向酱酒生产地转移；生产环节设备精加工和关键零部件，也逐渐向贵州转移，增加了酱酒产业链产能和产值，贵州完全可成为酱酒产业链的经济大省。
The rapid development of the soy sauce baijiu industry has been facilitated by high-tech sectors, particularly those centered around information technology and biotechnology. This has led to an increasing specialization both between different industries and within the soy sauce baijiu industry itself. In terms of the soy sauce baijiu value chain, there has been a transfer of activities such as product packaging research, design, and brand marketing from developed regions to the production areas. Moreover, the precision processing of production equipment and key components has gradually shifted to Guizhou, resulting in increased production capacity and output value within the soy sauce baijiu industry chain. These advancements position Guizhou as a promising economic powerhouse within the soy sauce baijiu industry chain.
总之，按资源禀赋优势对贵州酱酒产业链进行重构和再造，实现产业集群，产品集聚，产能集中，提升酱酒产业链的品牌效应、扩散效应、规模效应，使酱酒成为全球最有代表性的三大蒸馏酒，融入国际经济大循环，是大有可为的。
In conclusion, by leveraging its resource advantages, the reconstruction and revitalization of the Guizhou soy sauce baijiu industry chain can lead to the formation of industry clusters, product concentration, and centralized production capacity. This will enhance the brand impact, diffusion effect, and economies of scale within the soy sauce baijiu industry chain, making it one of the most globally renowned distilled spirits.
